What I learned is that just because prohibition failed, it does not mean legalization is succeeding. Few of the most significant benefits legalization advocates promised were materializing. The thirst for profit and the interests of powerful corporations were swiftly sidelining small-scale producers and retailers, even as we filmed. The need to provide justice to the victims of the war on drugs has been lost in the “green rush.” It was the same old story: powerful corporate interests coopt a nominally progressive social movement and warp it to their own benefit.

Nearly 70 percent of Americans think it’s unlikely a driver will get caught by police for driving while impaired by marijuana, per the latest findings from the AAA Foundation for Traffic Safety. The same study found that an estimated 14.8 million drivers, nationwide, report they’ve driven within one hour of using marijuana at least once in the past 30 days.

The “medipot” industry has been lawless. Those willing to break the law are not likely to obey new, weak and unenforced regulations. Local law enforcement throughout the state, including our own Chief Zimmerman pled for banning commercial pot drug dealing operations. Most jurisdictions in the state have listened. Sadly several cities, including San Diego City, have not.

Marijuana and DUI fatal crashes by time of day are startlingly different. Marijuana fatal crashes dominates daytime populated rush hour traffic - before and after standard work hours. For 11 consecutive daytime one-hour time periods, 6am to 5pm, the percentage of marijuana crash fatalities exceeded DUI crash fatalities. DUI crashes dominate the evening hours and occur during some of the least populated road times. Public opinion of marijuana has improved greatly with more then half of states now having the drug legalized in some fashion. This sudden swing in favorability is matched by the growing erroneous belief of the public that marijuana is relatively benign, especially compared to currently legal substances.
